Right to Education (RTE) 2009

RTE 2009 : Education is a fundamental right of all children in the age- group of 6-14 years. It says that children in the age group of 6-14 years must be provided free compulsory education. After modification in 2009, the RTE Act was implemented from 1st April 2010.

On 1st April 2010, The Right of Children to Free and Compulsory Education (RTE) Act, 2009 was implemented in the whole country except Jammu and Kashmir. Under the (RTE) act, all children in the age group of 6-14 years have a fundamental right to get an education and it is the duty of the state government, to provide free education. India stands 135th in the world, who declared the right to education for every child.

Characteristics of RTE

  1. The employees of the education department will conduct a door-to-door survey to identify the children of age group 6-14 years, who have not been enrolled in a school.
  2. No child will be declared ‘Failed’.
  3. Every teacher must put in at least 45 hours per week in educational/teaching activities.
  4. If a school has been established by a central government or union territory which does not have a legislative assembly, then the central govt. will be responsible for the welfare of such schools.
  5. No child can be declared failed up to class VIII.
  6. Primary education is from class I to VIII.
  7. According to RTE, a teacher should be assigned a maximum of 40 students which is more than the optimum ratio of 1:30 by the Kothari Commission. It states that for 60 students at least 2 trained teachers must be appointed.
  8. The School must be within 1 km from the residence of the student.
  9. Children can be admitted to a school within a span of 6 months from the beginning of the session.
  10. Under the RTE act a teacher has to maintain a record learning progress of students.
  11. Under RTE the provision of money spending on educational activities must be divided between state and central government. The state will contribute 35% of total cost and the rest 65% will be borne by Central Government. In the Nortern states the bifurcating will be as such that 90% of the total expenditure will be borne by centre and 10% by the individual State.
  12. Under RTE the school management committee is responsible for the grant and expenditure of fund that has been allocated to a school. The management committee will have 15 members out of which there will be one Chairman, one secretary and one treasurers and rest 12 members. 50% of seats will be reserved for ladies.

Role of Teacher according to RTE 2009

  1. The government will fix the salary of a teacher and the service rules and conditions as well.
  2. All people are eligible for the job of a teacher who have the necessary minimum qualification as laid down by the state or centre-approved officials.
  3. No teacher will employ himself or provide private teaching outside the school in any manner.

Ratio of Teachers According to RTE 2009

To increase the quality of education RTE has laid down the optimum Teacher-student ratio. So that teacher is not over burdened which may affect his performance adversely Teacher-student Ratio from class I to V.

National Education Policy 2020

NEP-2020: The National Education Policy 2020 is the first education policy of the 21st century and aims to address the many growing developmental imperatives of our country. It was drafted by Ex ISRO Chairman Mr.Kasturirangan.

The policy splits the current 10+2 school system into a new 5+3+3+4 system based on curriculum and pedagogy for all children in the age group of 3 to 18 years.

The earlier national education policy caters the students age group from 6 to 18 but NEP 2020 is for students age group 3 to 18.

Objective of NEP-2020

The objective of NEP 2020 is to produce productive and contributing citizens for nation-building. It focuses on recognizing and fostering the unique capability of each student. Its principles are as follows-

  1. Recognizing, identifying, and fostering the unique capabilities of each student (promote holistic development).
  2. Giving the highest priority to foundational literacy and numeracy till class/grade 3.
  3. Development of multidisciplinary and holistic education.
  4. Emphasis on conceptual understanding rather than rote learning.
  5. To encourage creative and logical thinking.
  6. Promotes multilingualism and mothertounge.
  7. Extensive Use of technology in teaching and learning.
  8. use of formative assessment.

New Structure of School Curriculum and Pedagogy

The curriculum and pedagogic structure of school education will be restructured according to different stages of age 3-8, 8-11, 11-14 and 14-18 to take into account the needs of the students. The curriculum framework 5+3+3+4 design will be divided as follows –

National Education Policy 2020 NEP-2020
  1. Foundational Stage – 3 years of Anganwadi/pre-school +2 years in primary school in Grades 1-2; both together covering ages 3-8.
  2. Preparatory Stage – Grades 3-5, covering ages 8-11.
  3. Middle Stage – Grades 6-8, covering ages 11-14.
  4. Secondary Stage – Grades 9-12 in two phases, i.e., 9 and 10 in the first and 11 and 12 in the second, covering ages 14-18.

Kohalberg’s Moral Development Theory

Kohlberg refined the theory of Piaget and made his theory. Kohlberg studied a story which is as follows:

In Europe there lived a man named Hinz, his wife used to fall very sick. The medicines needed to cure her are available on only one shop and so the shopkeeper was charging him of his own free will. (e.g. Asking for Rs. 200/- for a medicine of Rs 5/-). Hinz was very poor and could not afford to pay so much, so he steals the medicine at night and saves his wife’s life. Now Kohlberg thinks that according to Piaget neither did Hinz want to steal nor was it taught by his culture/background. But Piaget in his definition of moral development states that morality is a product of our own inclination or based on our cultural background. When Kohlberg thinks about Hinz he realizes that Hinz stole because of his circumstances. Kohlberg came to the conclusion that has two important points:

  1. Moral dilemma
  2. Moral Reasoning

Moral Dilemma: Moral Dilemma refers to such a state wherein we happen to have been struggling between Right and Wrong, rather than what is Right or Wrong.

Example: when Hinz could not provide money for his wife’s medicine, he was facing a moral dilemma – If he steals he will be arrested by the Police and if he doesn’t his wife will die.

Moral Reasoning: Moral Reasoning refers to determining the Moral Process of whether any action is Right or Wrong.

Kohlberg has divided Morality into three stages:

  1. Pre-conventional stage (4-10 years)
  2. Conventional Moral stage (10-13 years)
  3. Post-conventional stage (Above 13 years)

Pre-conventional stage

A)Obedience & Punishment Orientation –

Obedience is based on the fear of punishment. Children are not aware of the true value of morality. In this stage, the child lacks morality. In this stage, the child believes that elders or parents in the society give a set of rules to a certain set of values. According to the child, he must follow these rules. If he does not follow it, he will be punished.

B)Individualism and exchange/ personal Reward Orientation

In this stage, the child starts behaving like tit for tat. Example: If a child is told that if you scratch my back then I will scratch yours, he agrees to it. He believes that it is the way the person is dealing with him. At this stage, the moral thinking of children is based on egocentrism.

Conventional Moral stage

A) Good Boy and Good Girl

At this stage, good behaviour is associated with other’s happiness and is accepted by others. The child wants to gain accomplishment from others in this. Due to showing good in the eyes of others, another name for this stage is also inter-personal; In interpersonal relationships, we think of others.

B)Maintaining the Social Order (Law & order)

At this stage, the child believes that whatever laws are made in the society, it is for the good of the society. Children follow the law and order to maintain society. The child develops a feeling of respect for law and social decor.

Post-conventional stage

A)Social Contract & Individual Rights

In this stage, teenagers believe that rules are made for the good of the people, but if that rule hurts one’s personal values then these rules should be broken.

B)Universal Ethical Principles

At this stage, morality is driven towards the conscience of an individual. The stress is on the principles laid down by his own inner conscience rather than on the reaction of other people. The teenager, at this stage, works on his own inner values independently of the other’s thoughts/reactions or legal restrictions.

Concepts of Growth and Development

Growth: When our body structure or shape starts growing, this is known as growth. Growth refers to structural and Physical changes in our body. When our weight, height hands and feet start to increase this is known as growth. It goes on increasing till a certain period and once it reaches maturity, it stops.

According to Crow and Crow: Groth refers to structural and physiological changes.

Development: Development is a process which starts from the prenatal stage and continues regularly all our life till death. It is a continuous process which includes both qualitative and quantitative change.

Physical Development– It refers to an increase in a child physical structure like height weight size shape etc.

Motor Development – It is an important aspect of Physical development. Motor development is a collective effort of muscles, the nervous system and the central nervous system to control different physical activities.It has two types.

A) Gross Motor Skill –

  • Use of big muscles arm or leg muscles
  • Big activities
  • Example – running , jumping, walking

B) Fine Motor Skill –

  • Use of small muscles
  • Small activities
  • Example – Drawing Painting Writing
